Las raíces ideológicas del desarrollismo argentino: la originalidad de Rogelio Frigerio

Resumen: Actualmente se ha revitalizado la discusión sobre las ideas desarrollistas y su posible aplicación en la República Argentina y otros países emergentes. En este contexto, resulta necesario esclarecer el verdadero carácter del desarrollismo argentino para lograr una comprensión cabal de su ideario y facilitar su utilización en el presente. Para este abordaje se recurrió a la metodología derivada de la Historia de las Ideas, buscando la inteligibilidad del proceso de gestación y consolidación del corpus desarrollista. Se prefirió la indagación de los vínculos intelectuales, por sobre los condicionantes políticos o socio – económicos, dado el vacío existente para el primer enfoque. El resultado de la investigación señala la autonomía en el proceso de gestación de las ideas desarrollistas, a pesar de la coincidencia con otros discursos similares provenientes de la CEPAL y de los teóricos del desarrollo. El desarrollismo argentino abreva en otras fuentes anteriores, tales como el pensamiento de Alejandro Bunge, el revisionismo histórico de Julio Irazusta y los modelos presentados por las economías soviética y estadounidense.
Abstract: The discussion about desarrollista ideas and its application in Argentina, among other emerging countries, has been revitalized nowdays. Within this context, it is necessary to clear up the true nature of the Argentinean Developmentalism in order to comprehend its principles and to make easier its application to the present situation. For this approach, we have resort to a methology derived from History of the Ideas, in search for some intelligibility of the desarrollista corpus' development and consolidation. We have prefered studing intellectual links instead of political or socio-economical conditioning factors, since there is an emptiness of the former approach. The results show us an autonomy in the evolution of desarrollista ideas despite the coincidence with other similar speeches, like the one presented by CEPAL and development's theorists. The Argentinean Developmentalism has another sources, previous sources, like Alejandro Bunge's thought, Julio Irazusta's historical revisionism and the models exhibited by Soviet and American economies.

Resumen: El documento se enfoca en mostrar los dispositivos que han permitido incorporarnos a una sociedad de saberes integrados, estableciendo los elementos para manifestar las nuevas realizaciones. Se recuperan los criterios de verdad para no reproducir los modelos sino proponer una serie de lineamientos que ayuden a conformar un esquema de competencia estratégica.
Abstract: The document focuses in showing the devices that have allowed to incorporate us to a society of integrated knowledge, establishing the elements demonstrate the new accomplishments. The criteria really recover not to reproduce the models but to propose a series of lines of action that help to shape a scheme of strategic competition.

Resumen: In its first applications, organizations used Information systems (IS) to automate tasks of administrative-accountant nature without adequately consider strategic impact. However, currently the Information Technology (IT) has to support IS to enable strategic improvements and in this sense, the organization must manage its human resources, tasks, technology, culture and structure in accordance with the interdependencies that are generated around to information flows according to business strategies.Thus, in organizations is emerging a new feature, the technological one, that until now was considered only as a business support and now must be considered a greater role within the organization, similar to others such as finance, marketing , production, and therefore must be managed as such.
Abstract: This relates to the technology incorporated in the organizations that support the IS and the people who administer it. That is why we consider it necessary to explore on their implications and, especially, about the role that economic sciences professionals ay assume with respect to this function. Strategic use of IT to improve organizations, in addition to being a career opportunity, is also an opportunity that should be included in the curriculum for students in economics, especially in the future graduates of Business Administration. This work aims to highlight the importance of Technology Management in organizations to agree on who will be responsible to assume this role within them.
