Resumen: La cultura organizacional es un elemento que incide en la forma en que se conducen las decisiones para lograr resultados en una organización. En una Institución de Educación Superior se llevan a cabo decisiones que van orientadas a la creación de valor en la formación profesional de los estudiantes.En el Instituto Tecnológico de Cajeme (ITESCA) se plantea una propuesta de gestión de proyectos de innovación y emprendimiento para crear valor competitivo en la formación profesional de sus estudiantes; este proceso hace necesario determinar un análisis de la cultura organizacional y su relación con la gestión de desempeño hacia proyectos para identificar elementos que favorecen o limitan la implementación de la propuesta antes mencionada, de tal forma que posterior a ello, proponer aspectos que incidirán en la obtención de resultados óptimos en este proceso.
Abstract: Organizational culture is an element that influences the way decisions are driven to achieve results in an organization. In a Higher Education Institution are held decisions are aimed at the creation of value in the training of students. In Instituto Tecnológico Superior de Cajeme(ITESCA) we present a proposal for project management of innovation and entrepreneurship to create competitive value in the training of their students, this process involves determining an analysis of organizational culture and its relationship with management project performance to identify elements that enhance or limit the implementation of the above proposal, so that after this, proposing aspects that will affect the optimal results in this process.

Resumen: La contradicción de las formas de gestión ante nuevas señales que transmite el entorno turbulento delimita el problema de la investigación: cómo evolucionar la gestión estratégica ante la evolución del entorno organizacional. El objetivo es determinar el enfoque de la gestión ante el surgimiento de situaciones imprevistas. Se emplearon técnicas de revisión documental. Todo ello permitió definir los aspectos que ayudarían a configurar una actuación estratégica ante lo imprevisto. A partir de conocer esto, fueron definidas las principales formas de enfocar la gestión ante el surgimiento de situaciones imprevistas.
Abstract: The contradiction in the ways of management before new signs that the turbulent environment transmits defines the problem of the investigation: how to evolve the strategic administration when faced with the evolution of the organizational environment. The objective is to determine the administration´s approach when faced with the emergence of unforeseen situations. They were used techniques of documental revision. All that allowed defining the aspects that would help to configure a strategic performance when faced with the unforeseen event. Starting from knowing this, the main forms of approaching the administration when faced with the emergence of accidental situations were defined.

Resumen: La búsqueda y el aseguramiento de la calidad en el campo educativo se ha consolidado como un tema de reflexión, discusión e investigación. En este contexto, el derecho humano a la educación superior de calidad se presenta como uno de los factores decisivos para el desarrollo y crecimiento sustentable de las sociedades del siglo XXI. El presente artículo analiza el estado actual del acceso a la educación superior en el mundo y su evolución histórica. Para luego, profundizar la situación entre las regiones del mundo, con especial énfasis en la región de América Latina y el Caribe.
